It's a grave concern....

I'm a Japanese having worked in a cross-cultural setting for quite some time by now.

In my opinion, one virture of Japanese culture is "to be reserved."    We are taught not to trouble others by your own needs or request.  Thus, Japanese feel reserved in expressing one's own needs outwardly to others. 
International Community may have witnessed the trait in orderly manners and reserved attitude demonstrated by evacuees at shelters. 

But it's a different story when it comes to the situation surrounding Fukushima Daiichi Plant.
Any reservation must be put aside.

TEPCO & Japanese government should speak up and seek assistance from any experts and countries who can offer other specific (and possibly better)  strategies so that they can contain this situation as soon as possible. 

I also hope that Japanese government provide a clearer explanation to the world as to why they had to resort to what sounds like a terrible choice, which is to release radioactively contaminated water to the ocean.  If they say that was the best option available, then they must make it clear to the world.
